Government Structure
The Qin ruled by a philosophy called legalism. In this system the government was in complete control of everyone and disagreeing with the government was a crime. Harsh punishments were made for crimes. Qin Shi Huang used his legalistic government to punish people who practiced Confucianism and burned most books. He ruled by fear and his government's harshness caused rebellion shortly after he died.
